Objectives<\/span><\/h2>\n<\/div><\/section><br \/>\n<section  class='av_textblock_section av-kwyx2o17-9e8469c6765fcce4858870b06f17f328 '   itemscope=\"itemscope\" itemtype=\"https:\/\/schema.org\/CreativeWork\" ><div class='avia_textblock'  itemprop=\"text\" ><p><b>THE:PLACE <\/b><span style=\"font-weight: 400;\">is a collaborative exchange programme <\/span><span style=\"font-weight: 400;\">designed to establish enduring networks between Civil Society Organisations (CSOs) in T\u00fcrkiye and the European Union. <\/span><span style=\"font-weight: 400;\">M<\/span><span style=\"font-weight: 400;\">anaged by <\/span><b>ALDA &#8211; European Association for Local Democracy<\/b><span style=\"font-weight: 400;\"> and <\/span><b>MAD &#8211; Mekanda Adalet Derne\u011fi<\/b><span style=\"font-weight: 400;\"> and supported by the <\/span><b>Mercator Foundation<\/b><span style=\"font-weight: 400;\">, the programme aims to empower CSOs and Local Authorities (LAs) as crucial actors in local development.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The programme aims to enhance CSOs\u2019 capacity to make a significant impact in their respective work areas by facilitating the exchange of knowledge and cooperation among those working on local issues. This second edition of the programme wishes to focus specifically on participatory practices and approaches, encouraging partnerships and projects adopting methodologies to involve citizens and communities in decision-making, co-creation and joint initiatives. We specifically encourage projects involving climate adaptation and\/or digitalisation. The programme also encourages collaboration with local authorities through quadrilateral partnerships. The programme provides <\/span><b>targeted capacity building<\/b><span style=\"font-weight: 400;\">, <\/span><b>peer learning,<\/b><span style=\"font-weight: 400;\"> and <\/span><b>subgrant support on joint partnership projects<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">THE:PLACE will last from <\/span><b>May 2026 to April 2029<\/b><span style=\"font-weight: 400;\">, supporting two rounds of beneficiaries (the first from June 2026 to November 2027 and the second from November 2027 to April 2029).\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The selection process for the first round of the second edition of THE:PLACE will happen in two stages:<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">By applying through the application form linked below, CSOs can be pre-selected to attend a Networking Meeting planned for July 2nd.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Following this networking meeting, the final beneficiaries of the first round will be selected.<\/span><\/li>\n<\/ol>\n<p><span style=\"font-weight: 400;\">More details are provided below in the \u201cApplication process\u201d section.<\/span><\/p>\n<\/div><\/section><br \/>\n\n<style type=\"text\/css\" data-created_by=\"avia_inline_auto\" id=\"style-css-av-kwywx8sl-f15465cd37185cb69c988aba511a7f03\">\n#top .hr.hr-invisible.av-kwywx8sl-f15465cd37185cb69c988aba511a7f03{\nheight:50px;\n}\n<\/style>\n<div  class='hr av-kwywx8sl-f15465cd37185cb69c988aba511a7f03 hr-invisible  avia-builder-el-10  el_after_av_textblock  el_before_av_textblock '><span class='hr-inner '><span class=\"hr-inner-style\"><\/span><\/span><\/div><br \/>\n<section  class='av_textblock_section av-kwyx04i8-5ee820968a23805ef0c50a0a9369162b '   itemscope=\"itemscope\" itemtype=\"https:\/\/schema.org\/CreativeWork\" ><div class='avia_textblock'  itemprop=\"text\" ><h2 style=\"text-align: left;\"><span style=\"color: #99cc33;\">Who can and should apply?<\/span><\/h2>\n<\/div><\/section><br \/>\n<section  class='av_textblock_section av-kwywzi1t-eb7c6153ddac70592132d32114de9ff9 '   itemscope=\"itemscope\" itemtype=\"https:\/\/schema.org\/CreativeWork\" ><div class='avia_textblock'  itemprop=\"text\" ><p><span style=\"font-weight: 400;\">We are seeking CSOs which:\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">adopt <\/span><b>human rights<\/b><span style=\"font-weight: 400;\"> or <\/span><b>development based approach<\/b><span style=\"font-weight: 400;\"> (\u0130nsan haklar\u0131 veya kalk\u0131nma temelli yakla\u015f\u0131m)\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">are <\/span><b>non-for-profit NGOs<\/b><span style=\"font-weight: 400;\"> and <\/span><b>Foundations <\/b><span style=\"font-weight: 400;\">(T\u00fcrkiye i\u00e7in dernek, vak\u0131f ve kar-amac\u0131-g\u00fctmeyen kooperatifler);\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">are based in <\/span><b>T\u00fcrkiye<\/b><span style=\"font-weight: 400;\">, in the <\/span><b>European Union<\/b><span style=\"font-weight: 400;\"> or in <\/span><b>EU enlargement countries<\/b><span style=\"font-weight: 400;\"> (Albania, Bosnia and Herzegovina, Kosovo, Moldova, Montenegro, North Macedonia, Serbia and Ukraine).<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">are interested in engaging in an <\/span><b>international exchange process<\/b><span style=\"font-weight: 400;\"> coupled with an enhanced engagement with a <\/span><b>local authority at the city level<\/b><span style=\"font-weight: 400;\">, with a specific focus on <\/span><b>participatory approaches <\/b><span style=\"font-weight: 400;\">(either municipalities or metropolitan <\/span><span style=\"font-weight: 400;\">municipalities\/district municipalities and metropolitan municipalities in T\u00fcrkiye)\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">have an<\/span><b> experience in project management<\/b><span style=\"font-weight: 400;\"> and sufficient <\/span><b>stability<\/b><span style=\"font-weight: 400;\"> as an organisation. The effort expected under THE:PLACE programme is for 2 people per organisation to be engaged throughout each cycle (June 2026 &#8211; November 2027, November 2027 &#8211; April 2029).<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Cooperatives must be non-profit and meet the following criteria:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">the cooperative doesn\u2019t distribute the difference between incomes and expenditures to its members, board members or board of advisors,<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">the cooperative doesn\u2019t distribute any additional income coming from reserve funds or asset sales to its members,<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">in the purpose and activity section of the main cooperative contract, it should be stated that the objectives of the cooperative are to be in the public interest.\u00a0<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">CSOs will be <\/span><b>pre-selected<\/b><span style=\"font-weight: 400;\"> on the basis of their organisational capacity, interest, motivation, and willingness to engage throughout the project. Please note that the project language will be English, and participants are expected to be professionally proficient in this language in order to favour the exchange. For further details about the evaluation criteria, please refer to the section below. We will pay specific attention to the <\/span><b>geographical distribution<\/b><span style=\"font-weight: 400;\"> of the selected organisation to guarantee wide national and international coverage.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Applying CSOs should indicate their <\/span><b>intended collaboration with a specific Local Authority<\/b><span style=\"font-weight: 400;\"> and provide a plan or vision outlining the existing or envisioned partnership in the application form. The plan should detail how the collaboration will occur and include expectations and capacity-building needs. CSOs should also elaborate the relevancy of their\u00a0 relationship with the Local Authority, or the wish to collaborate in the application form (for example, the CSO is located in the same municipality, has its secondary offices there, has an already ongoing long-term collaboration through a project or a Memorandum of Understanding\u2026). Previous collaborations with local authorities and possibly following up on a previous project are not strictly required to apply. Local Authorities will be later, in the proceeding phases of the program, invited to join the partnership through the \u201c<\/span><b>associate partner<\/b><span style=\"font-weight: 400;\">\u201d formula by signing a letter of intent.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As mentioned earlier, applying CSOs should <\/span><b>apply individually<\/b><span style=\"font-weight: 400;\">, without necessarily having in mind a partner organisation in order to apply for the programme. Once the selection process is complete, CSOs will be matched with a suitable partner (from T<\/span><span style=\"font-weight: 400;\">\u00fcrkiye if the applicant is based in the EU and enlargement countries, and vice versa)<\/span><span style=\"font-weight: 400;\">. However, if you already have a specific partnership in mind that you would like to bring to THE:PLACE, both organisations must submit separate applications. Citizens participation is here intended in a broader sense than citizens participation with Local Authorities, but also with Civil Society Organisations as a way to represent citizens\u2019 voice. These topics are at the core of the activities of ALDA &#8211; European Association of Local Democracy and MAD &#8211; Center for Spatial Justice. The selected beneficiaries and the sub-granted projects will be encouraged to enhance participation among CSOs, LAs and citizens and adopt participatory approaches in any field of intervention chosen. <\/span><a href=\"https:\/\/mekandaadalet.org\/en\/theplace-homepage\/\"><span style=\"font-weight: 400;\">At this link<\/span><\/a><span style=\"font-weight: 400;\"> examples of the previously implemented projects within THE:PLACE programme can be found.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Selected CSOs will be able to propose a topic of their choice to enhance their capacity when developing a joint initiative with their partners, however the programme is particularly interested in supporting projects targeting <\/span><b>climate adaptation<\/b><span style=\"font-weight: 400;\"> and <\/span><b>digitalisation<\/b><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">All proposals should anyway align with the general framework of the <\/span><b>Human Rights Based Approach<\/b><span style=\"font-weight: 400;\"> and the <\/span><b>Sustainable Development Goals (SDGs)<\/b><span style=\"font-weight: 400;\">. And, of course, CSOs are expected to be motivated to collaborate with local authorities and actively engage in international exchange with their counterparts through those topics.<\/span><\/p>\n<\/div><\/section><br \/>\n<section  class='av_textblock_section av-morp34lj-e0869c05f9639d9324edd72eac677a94 '   itemscope=\"itemscope\" itemtype=\"https:\/\/schema.org\/CreativeWork\" ><div class='avia_textblock'  itemprop=\"text\" ><h2 style=\"text-align: left;\"><span style=\"color: #99cc00;\">How does THE:PLACE work?<\/span><\/h2>\n<\/div><\/section><br \/>\n<section  class='av_textblock_section av-morp2gd5-14fc3dd402e359575fb42ed5aff2108f '   itemscope=\"itemscope\" itemtype=\"https:\/\/schema.org\/CreativeWork\" ><div class='avia_textblock'  itemprop=\"text\" ><p><span style=\"font-weight: 400;\">The first round of the second edition of the THE:PLACE programme will run from <\/span><b>June 2026 to November 2027<\/b><span style=\"font-weight: 400;\">, consisting in 5 main phases:\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u2794 an <\/span><span style=\"font-weight: 400;\">online networking event<\/span><span style=\"font-weight: 400;\"> on <\/span><b>2nd July 2026<\/b><span style=\"font-weight: 400;\"> open to the 20 pre-selected CSOS (10 based in T\u00fcrkiye and 10 based in the EU + enlargement countries): this event will start as a basis to assess the potential interaction among the candidate CSOs.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u2794 an <\/span><span style=\"font-weight: 400;\">online matchmaking<\/span> <span style=\"font-weight: 400;\">event<\/span><span style=\"font-weight: 400;\"> in <\/span><b>September 2026<\/b><span style=\"font-weight: 400;\"> open to the selected CSOs (6 based T\u00fcrkiye and 6 based in the EU + enlargement countries): an interactive session of presentations will be organised to start imagining potential joint projects.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u2794 an <\/span><span style=\"font-weight: 400;\">intensive coaching<\/span> <span style=\"font-weight: 400;\">in Brussels (TBC) of 4 days in October 2026 focusing on team building through interactive sessions to get to know each other and reflect on the two main axes of THE:PLACE programme: CSO-LA collaboration and EU-T\u00fcrkiye cooperation. The coaching will also be aimed to introduce the partnerships to\u00a0 the insights of project development.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u2794 an <\/span><span style=\"font-weight: 400;\">online learning and mentoring programme <\/span><span style=\"font-weight: 400;\">with a peer-based approach<\/span> <span style=\"font-weight: 400;\">(September 2026 &#8211; February 2027) to delve on the specific topics chosen by the participants themselves during the intensive coaching event in accordance to their interests and needs;\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u2794 a <\/span><span style=\"font-weight: 400;\">project development phase<\/span> <span style=\"font-weight: 400;\">(September 2026 &#8211; December 2026) with the support of the programme, <\/span><b>6 partnerships<\/b><span style=\"font-weight: 400;\"> will be created (1 Turkish CSO associated with 1 Turkish LA in partnership with 1 European CSO associated with 1 European LA).
